Board of Directors

Kyle Reynolds, President

Kyle Reynolds is President of the Florida Downtown Association, advancing its mission to be a leader and trusted resource in the revitalization and economic development of Florida’s downtown and business districts. He serves as Manager of Finance Administration and Strategic Projects for the Greater Orlando Aviation Authority, where he leads strategic initiatives and supports organizational growth. Kyle earned the Main Street America Revitalization Professional Credential in 2023 and holds a Bachelor of Arts in Public Administration. He believes downtowns are places of belonging, where everyone is welcome, opportunity thrives, and people give each community its character and soul.

Joanie Smalley, Vice President

Joanie Smalley is the former Executive Director of the Leesburg Partnership, where she championed events like the nationally recognized Leesburg Bikefest. A finance graduate and long-time volunteer, Joanie is a passionate Main Street advocate who uses media, marketing, and civic collaboration to spotlight Leesburg and Florida’s local business communities. Joanie is Program Director for Leadership Lake County and Board Member for Florida Festival and Events Association. She also currently trains Executive Directors for the Florida Main Street Program.

Kathie Ebaugh, Treasurer

Kathie Ebaugh, FAICP, is a veteran Florida planner and Planning Director at JBPro, where she leads community-driven initiatives that help communities become the best they can be through comprehensive planning, school district planning, downtown revitalization, CRA districts, and Main Street programs. Known for her collaborative approach and commitment to thoughtful, inclusive planning, Kathie was inducted into the AICP College of Fellows in recognition of her innovative work in community building and public engagement. Her career began in Baltimore, where she served as Director of Federal Hill Main Street and discovered her passion for connecting people and place through planning.

Kelly Allen, Secretary

Kelly Allen oversees Marketing & Communications for the City of Orlando's Downtown Development Board/Community Redevelopment Agency, leading initiatives that elevate downtown as a premier destination. With 15+ years in tourism and place marketing, she oversees brand strategy and digital campaigns all while driving growth, engagement, and community impact throughout downtown Orlando.

Sallie O’Hara, Immediate Past President

Sallie O’Hara is a consultant with Tara Hill Specialties, LLC, and Executive Director of Hastings Main Street. With decades of experience in grant writing, management, and marketing for nonprofits, she is a statewide leader in downtown revitalization and serves on multiple historic preservation boards and national conference panels.

Ben Levenger, Board Member

Ben Levenger is a certified planner and landscape architect who leads Downtown Redevelopment Services. His work empowers Florida communities with actionable revitalization strategies. With national expertise and hands-on experience, Ben heads the FLDA education committee, equipping Main Street programs to become sustainable, community-led catalysts for growth.

Lisa Finklestein, Board Member

Lisa Finkelstein manages the Downtown District for Fernandina Beach. A former Main Street Executive Director, she launched impactful events and initiatives that energized the local economy. With a background in nonprofit leadership and Rotary service, Lisa brings community-focused leadership and strategic insight to Florida’s downtown districts.

Natalie Kahler, Board Member

Natalie White Kahler is the oldest of ten children, so she started organizing at an early age. She received a B.A. from Grove City College in English and Communications. Her career includes Brooksville City Council, Mayor, and Main Street Executive Director. She’s also a Florida Main Street consultant and is now Clermont Main Street’s Director.

Amanda Murphy, Board Member

Amanda Murphy is Vice President of Investments, and a Wealth Management Specialist focused on individuals, families, and nonprofits. A former Florida State Representative, she brings deep community insight and leadership experience. Amanda serves on multiple boards and is an active volunteer, committed to philanthropy and lifelong service in West Pasco.

Max Spann, Board Member

Max brings 23 years of experience in planning and landscape architecture to the Board.  His project background includes large- and small-scale master planned and mixed-use developments, large- and small-scale lifestyle (commercial) center development, botanical garden design, theme park design, resort and hospitality amenity design and construction, comprehensive plan amendments and land development code creation, municipal project and department management, development agreements for PUD’s, community amenity area design, public and private design charette facilitation, parks and recreation master plans, urban and community redevelopment plans, regional and specialty use parks, streetscape and corridor design, and construction administration services.

Kathie Elias, Board Member

Kathie Elais is a visionary museum leader with expertise in museum management, cultural programming, and community engagement. With executive experience in Main Street revitalization, arts districts, and AAM-accredited institutions, she has secured significant funding, built strong partnerships, and advanced inclusive initiatives that expand access to arts, culture, and heritage. She is the current Executive Director of the Eau Gallie Arts District Main Street.
